Reminder

You must demonstrate to the Minister that your learning project is being implemented and that your child is progressing according to his or her abilities and learning project.

Submission of the status report on the implementation of the learning project and the mid-term report

As stipulated by the Homeschooling Regulation in sections 11 and 16, you must provide the Minister with a status report and a mid-term report between the 3rd and 5th month following the implementation of your child’s learning project.

For example, for a learning project starting on September 30, 2018, the status report must be submitted between December 30, 2018, and February 28, 2019.

The status report must show the learning activities carried out by subject or discipline, the approximate time allotted to them and, if applicable, any modification made to the learning project. The mid-term report must indicate your child’s learning progress and mention the means used to evaluate the progress. The two aforementioned reports can be combined into one document. The template provided in the Guide combines these two reports. Please refer to the Guide for further information.

Contacts with the DEM (Direction de l’enseignement à la maison)

The Ministère de l’Éducation et de l’Enseignement supérieur is responsible for monitoring homeschooling. It receives the notice sent to the Minister, examines the child’s learning project and ensures that the requirements concerning the implementation of the project and the evaluation of the child’s progress are met.

The DEM ensures compliance with the requirements of Québec’s Homeschool Regulation. Its role is not to evaluate your learning project, nor to evaluate the progress of your child. Its mandate is to ensure that your learning project meets the requirements of the law and that your child’s education is progressing. The evaluation of your child remains your responsibility.

The options for evaluating your child’s learning progress as presented in section 15 of the Regulations are:

  • an evaluation by the competent school board, including an examination by the school board;
  • an evaluation by a private educational institution;
  • an evaluation by the holder of a teaching license;
  • an examination by the Ministry;
  • a portfolio.

What to do with an unreasonable request from the DEM or a school board?

Portfolio’s Content

We are of the opinion that the instructions as set forth in the circulating DEM document on portfolios are unreasonable. We invite you to be watchful since neither the law nor the regulation specifies the content that needs to be included in a portfolio. We believe that it is up to the parents to determine the terms of the evaluation and by extension the contents of a child’s portfolio.

ACPEQ holds that student assessment is an integral aspect of the education process and that therefore parents have the ultimate right and responsibility to determine the methods and instruments to be used. (ACPEQ’s Philosophy)

ACPEQ defends your interests

The Commission scolaire des Trois-Lacs recently sent a letter to parents of homeschooled children. The letter contained erroneous instructions. ACPEQ intervened and according to our knowledge, the situation should be corrected shortly.

If you receive a request which you deem to be unreasonable, we ask you to immediately notify ACPEQ so that we can intervene on your behalf. The sooner we become aware of the situation, the better equipped we will be to help you, thus ensuring the respect of homeschooling in Quebec. We are currently writing history, so let’s be counted among those who are willing to influence the next generation of homeschooling practices.

A large number of volunteer families within ACPEQ is essential to enable us to offer the services that support homeschooling, improve support for members, and create a welcoming atmosphere in our association.
